"Page cannot be displayed" since August 16th / TLS Error

If you have started getting the errors:
"Internet Explorer cannot display this webpage"
"The page cannot be displayed"
since Thursday 16th August.... but never had problems connecting before...

Then perhaps your browser does not support "TLS version 1.2" which is an essential security protocol browsers use to connect to secure web sites. The servers now require you to connect only with TLS version 1.2

If you browse to:
https://pharmoutcomes.org:8443/
and get a plain blank screen with the error "403.16 Certificate Invalid"
but browse to
https://pharmoutcomes.org/pharmoutcomes
and get the "Cannot display the page" / "page could not be displayed" error...

then yes - you probably have Support for TLS Version 1.2 disabled
